that is kind of possible... but using such a white list inherently blocks people who should be able to get in.

Besides, I'm really not trying to block people from seeing the site outside the US. That's not the point. The point here is that there are certain countries that are more known for hosting spamming users than others. I have less of a problem blocking a single ISP than I would an entire country as well.
